US wind industry welcomes new FERC transmission policy

The US FERC has unanimously approved a new California ISO transmission policy. This novel policy addresses a problem which has long dogged the wind industry: wind farms have not been built because there is no transmission capacity while and system operators have not been prepared to provide transmission capacity because there are no wind farms.
Under this new Cal ISO policy, transmission may be built by the SO in windy areas even where there are no wind farms, provided that there is evidence of a good resource and of the willingness of wind farm developers to use that resource.
